FMCSA's Training Provider Registry (TPR) reported more than 10,000 removed training locations when checked on November 6, 2026. For CDL applicants, schools and motor carriers, the practical step is to verify the provider's current status and the training it is registered to deliver before relying on a course.
The count needs context. A provider can have multiple locations, and the registry identifies different removal types. The total should not be described as 10,000 separate schools all proven to have committed fraud. This guide explains the enforcement announcements, what registry status means and how drivers and employers can check their next steps.
What is the FMCSA Training Provider Registry?
The TPR lists registered organizations and training locations for federally required Entry-Level Driver Training (ELDT). Providers self-certify that they meet applicable requirements. A listing is a starting point for checking eligibility, and applicants should also review the location, training type and current status.
ELDT generally applies to first-time Class A and Class B CDL applicants, drivers upgrading from Class B to Class A, and applicants obtaining a passenger (P), school bus (S) or hazardous materials (H) endorsement for the first time. Exceptions and state requirements can apply. Use FMCSA's applicability guidance and your state licensing agency to confirm your situation.
The required instruction depends on the license or endorsement. Class A and Class B training includes theory and behind-the-wheel components. P and S endorsements also have applicable practical training. The H endorsement requires theory training only before the relevant knowledge test.

Why are training providers being removed?
USDOT's December 2025 announcement identified concerns involving inaccurate training information, curriculum standards, facilities, instructor qualifications and missing documentation. Later investigations described examples such as inadequate practice space and missing assessment records. Findings and allegations should be read in the context of the particular enforcement action.
Applicants should look for clear course descriptions, qualified instructors, suitable equipment and a transparent process for reporting completion. Providers should maintain the evidence needed to demonstrate that their training meets the applicable federal and state requirements.
What the enforcement announcements said
- December 1, 2025. USDOT announced that nearly 3,000 CDL training providers had been removed from the registry and another 4,500 placed on notice for potential noncompliance.
- July 16, 2026. USDOT announced investigations involving approximately 75 schools suspected of fraudulent activities. That announcement also described a much larger cumulative removal effort.
- August 31, 2026. USDOT announced emergency removal action involving more than 110 ELDT providers, more than 160 notices of proposed removal following targeted investigations, and a nationwide audit of third-party CDL skills testers.
- November 6, 2026 check. The live registry displayed more than 10,000 locations removed. This is a changing registry total rather than a separate one-day enforcement action.
These figures describe different dates, groups and stages of enforcement. They should not be added together as if each announcement counts an entirely separate set of schools. Check the official registry for a provider's present status.

Proposed removal and completed removal have different effects
A notice of proposed removal gives a provider an opportunity to respond or address the identified issues through the applicable process. FMCSA guidance explains that providers can continue training during that process, subject to the rules, and must notify current and scheduled trainees. A proposal is therefore different from a completed removal.
Once a provider has been removed, training conducted after the removal date is invalid for the federal ELDT requirement. Emergency removal has immediate consequences. The August announcement directed the affected providers to cease their training-provider operations immediately.
If you are enrolled at an affected school, contact the provider and your State Driver Licensing Agency before paying additional fees or continuing training. Ask what the removal date means for your particular course, completed instruction and state testing appointment.
Does removal automatically cancel an existing CDL?
The registry's overall count does not determine the status of an individual CDL. FMCSA's guidance distinguishes training conducted after removal from other situations. It also explains that training may be retroactively invalidated on a case-by-case basis in certain fraud cases involving knowing participation by trainees.
Drivers should follow any official notice addressed to them and ask their licensing state about their specific credential. Keep enrollment, completion and payment records so the relevant agency can review the facts of the case.
Five checks before choosing a CDL school
- Search the official registry. Use the FMCSA training provider search and verify the provider name and location.
- Match the training to your goal. Confirm that the provider offers the appropriate theory or behind-the-wheel category for your license or endorsement.
- Read any status notice. Check proposed-removal and removed-location information. Ask for a written explanation of a notice affecting your course.
- Review the instruction and facilities. Ask about instructors, practice arrangements, equipment, assessments and state requirements.
- Check your completion record. Keep your documents and verify that the required training certification has reached the registry before the relevant state test.
Providers generally must submit certification by midnight of the second business day after completion. If your record is missing, contact the provider promptly. The state must be able to verify required completion before allowing the applicable test.
What should trucking employers check?
Motor carriers should maintain a consistent hiring and onboarding process that checks credentials, applicable qualification records and required testing. If a driver reports an issue with a school or training record, identify which agency or provider can resolve it and document the response.
Training-provider registration is one part of the federal system. For a separate explanation of carrier registration and account access, see our FMCSA Motus registration guide. If an inspection or other eligible safety record appears inaccurate, our DataQs review guide explains how to prepare a request for review. DataQs is not presented here as a replacement for the TPR or state licensing process.
Employers should also keep drug and alcohol testing responsibilities organized. Review pre-employment drug testing requirements for covered drivers and confirm how your DOT random testing program is administered. These obligations need their own records and procedures alongside licensing and training checks.
How goMDnow supports employers and drivers
goMDnow coordinates DOT and non-DOT drug and alcohol testing, consortium services, return-to-duty and follow-up testing support, and related administrative services. Employers can use the nationwide collection network to review testing access and contact the team about the services required for their operations.
The goMDnow Training Academy offers compliance education on topics such as supervisor responsibilities, DER duties, Clearinghouse compliance and audit preparation. These courses support workplace program knowledge. CDL applicants still need the ELDT required for their license or endorsement from an appropriately registered provider.
Frequently asked questions
Were more than 10,000 individual schools removed?
The live TPR homepage reported more than 10,000 removed locations when checked on November 6, 2026. Providers and locations are separate counts, so describe the statistic as a location total.
Can a provider under proposed removal still teach?
FMCSA guidance allows continued training during the applicable proposed-removal process, subject to its requirements. The provider must notify affected trainees. Check the exact notice and current registry status.
Can a removed provider deliver valid ELDT?
Training conducted after the provider's removal date is invalid for the federal ELDT requirement. Students should seek guidance from the provider and their licensing state about their individual records.
Does hazardous materials ELDT include behind-the-wheel training?
The federal H-endorsement ELDT requirement is theory-only. Confirm the applicable state requirements and other training obligations for your job.
Where can drivers check a school's current status?
Use the official Training Provider Registry to search providers and locations, view notices and check your training record. Save the records relevant to your enrollment.
